Dry Counties / Municipalities Map
IMPORTANT: Oklahoma Has NO Dry Counties
As of June 2018, all 77 Oklahoma counties permit the sale of liquor by the drink for both on-premise and off-premise consumption.
Historical Context:
Before October 1, 2018, fourteen counties (Adair, Alfalfa, Beaver, Caddo, Cimarron, Coal, Cotton, Dewey, Harmon, Harper, Haskell, Hughes, Roger Mills, and Washita) restricted liquor-by-the-drink sales. These counties only allowed low-point beer (3.2% ABW) and private bottle clubs. In a 2018 election, all 14 counties voted to go "wet" (allow full liquor sales) in advance of State Question 792 (SQ 792), which modernized Oklahoma's alcohol laws effective October 1, 2018.
Current Status: Statewide alcohol sales permitted in all 77 counties. No geographic restrictions on alcohol licensing.
Application Timeline & Process Flow
STEP 1: REGISTER ONLINE (5–10 minutes)

STEP 2: COMPLETE APPLICATION & UPLOAD DOCUMENTS (15–30 minutes)
- Fill in business/ownership details
- Upload required documents:
- Certificate of Incorporation (if corporate)
- Zoning letter from city/county
- Property lease or deed
- Floor plan (for on-premise licenses)
- Proof of insurance (for some licenses)
- Pay application fee (varies by license type)
- Submit application
STEP 3: ABLE COMMISSION REVIEWS APPLICATION (7–14 days)
- ABLE staff reviews for completeness
- Verifies all documents submitted
- May request additional information if incomplete
- Sends approval to schedule inspection OR requests missing docs
STEP 4: FACILITY INSPECTION (14–30 days after review)
- ABLE field agent schedules inspection
- Inspects premises for compliance:
- Proper signage
- Age verification procedures
- Equipment/layout matches application
- Zoning compliance confirmed
- Agent may note any deficiencies
- Deficiencies corrected by applicant (or license denied)
STEP 5: LICENSE ISSUED OR DENIED (5–7 days after inspection)
- ABLE makes final decision
- License issued via email (print copy for records/display)
- License valid for 1 year from issuance date
- Renewal reminder sent 30 days before expiration
TOTAL TIMELINE: 60–90 days (from initial application to license in hand, assuming no complications or additional requests)
Expedited Timelines:
- Employee License: 2–5 business days (after training completion)
- Special Event License (one-time): 5–10 business days
- Caterer License: 30–60 days
Key Regulations & Compliance
Public Consumption Prohibition
It is illegal to consume or inhale intoxicating beverages in public in Oklahoma.
- Punishment: $10–$100 fine and/or 5–30 days imprisonment
- Applies statewide; local ordinances may be stricter
Dram Shop Liability
On-premise licensees and individual servers are legally liable if they serve alcohol to:
- Minors (under 21)
- Visibly intoxicated persons
- Persons who subsequently cause injury, death, or property damage
- Best Practice: Train all staff in responsible beverage service; verify ID; refuse service to intoxicated patrons
Age Verification
- All staff must verify ID for all alcohol sales

Tax Permits & Filing
